Scope of Service: Registration of Underground Storage
Tanks (USTs), UST Closure/Removal,
Sampling, NJDEP Compliance Reporting
Client initially contracted with Active to clean and permanently remove from service three (3) USTs containing gasoline. Active determined that the tanks were never registered by the facility as required by NJDEP, and tank registration services were performed. A related site investigation indicated the presence of three (3) additional USTs, two (2) containing gasoline, and the last containing #2 heating oil, increasing the number of identified USTs to six (6).
Upon successful registration of the six (6) USTs, Active submitted a proposal for the permanent closure and removal of the tanks to the client. Application was subsequently made to the NJDEP UST Fund for financial assistance with the removal effort. Active completed the tank cleaning, removal, and sampling in accordance with the NJDEP tank regulations at N.J.A.C. 7:14B.
The scope of services expanded to include the decommissioning and removal of one (1) hydraulic lift and associated tank and appurtenances. Upon completion of all tank removal activities, and interpretation of sample analytical results, Active prepared a tank closure report detailing all related work activities. The report was submitted to NJDEP for review and approval.

International Paper

Scope of Service: Industrial Site Remediation
The client contracted with Active to design and implement a remediation plan to address areas of concern identified in a Record of Decision (ROD) issued by the New York Department of Environmental Conservation (NYDEC). An asset and real estate transaction was pending, and expedited project completion was mandated. The site was located along a portion of the Chenango River where plant processes had discharged hazardous levels of cadmium-contaminated materials.
The effected stretch of river was located at the base of a 45°, 40-foot high embankment. Active installed 220 linear feet of 10-foot high portable dam, which extended 45 feet into the river. The work area was dewatered, and impacted sediments (6” – 12” in depth) were moved up the embankment by vacuum conveyor and loaded directly into sealed hazardous waste containers, which were then hauled off site to an approved disposal facility.
Active’s plan eliminated the need to build 1.5 miles of access road; the need for double and triple handling of contaminated sediments; the need to stage contaminated material on public and private property; and provided for the removal of the contaminated material only. Project completion time requirements were reduced by 50%, and costs were reduced by 66%, resulting in $195,000 in savings for the client over the previous remediation plan.

AES – Red Oaks Facility

Scope of Service: Brownfield Redevelopment, Site
Remediation
Active worked in conjunction with TRC Environmental to develop and implement a remedial action plan. The site was an 8-acre industrial property, located within a densely populated area that was being developed into a power generation and distribution plant. Timing of the pending real estate transaction mandated quick development and implementation of the work plan.
Active’s plan included classification of the waste streams, and the excavation, transportation, and disposal of contaminated soils. Working in concert with TRC, Active classified and delineated several areas of concern at the property. Approximately 40,000 tons of PAH and PCB contaminated soils were removed from the site and disposed at a licensed facility.
The project was completed in two (2) 2-week phases, and required the coordination of several subcontractors, disposal facilities, and local inspectors. The final phase of the plan included the placement and capping of 15,000 cubic yards of contaminated soil in an embankment at the site. The site was completely re-graded in preparation for the proposed construction of the new facility. |
